Our goal is to preserve parking in 2 of the 3 downtown Windsor Backlots. The backlots are comprised of three narrow parcels of land located behind the north side of Main street businesses; between 4th and 7th streets. The lots on the 400 and 500 block are currently used as public parking for Windsor residents, and provide all businesses in the downtown district with "backdoor" parking alternatives for their customers, employees and tenants. These lots sit directly south of Boardwalk Park and Windsor Lake, providing convenient and proximate access for all visitors to explore and enjoy the "gem" of our beautiful town.
Tribe Development has been selected by the Windsor Downtown Development Authority (DDA) to develop the backlots. The development would include: 12,000 sq. ft. of commercial space and 240, 1-2 bedroom residential apartments. This development would provide on-site parking for the residents of the development only and would tower at 65 feet

The DDA claims that their acquisition and intention for these lots was temporary parking to later be developed, even though these lots have been used as parking for many decades. These lots currently are zoned as "Temporary Parking."
With the proposed development only providing private parking, the 350 current public parking spaces that these lots contain would virtually be eliminated. All parking would be displaced into the side streets and nearby residential areas and access to Windsor's beautiful park, lake, restaurants and businesses would be greatly restricted. T

The development would also impede on the current parking needs of the existing businesses that utilize it. Furthermore, the developer may not be required to replace public parking. Windsor's residents should not have to take on the parking burden for a poorly planned development.
It is without question that downtown Windsor already has parking, traffic and congestion challenges. The last completed parking study was conducted in 2022 and the data showed that the 400 Block Backlot was being utilized at 70% capacity (All Day) and at 100% capacity during special events at Windsor Lake. It is without question that downtown Windsor already has parking, traffic and congestion challenges. The last completed parking study was conducted in 2022 and the data showed that the 400 Block Backlot was being utilized at 70% capacity (All Day) and at 100% capacity during special events at Windsor Lake. The study also expanded the parameters to examine the residential areas near downtown Windsor. Why? To include residential areas as "new" parking solutions seems absurd. Town Leadership knows that there is a parking problem, but refuses to consider the most viable option---The Backlots. Windsor's growth has been undeniably steady. If we have a parking deficit now, imagine eliminating all public parking spaces in the backlots. Imagine trying to attend a Thursday night summer concert, a Friday night dinner at your favorite restaurant, a Saturday morning Farmer's Market, or a simple stop to the salon or hardware store.
SHALL THE TOWN OF WINDSOR MUNICIPAL CODE BE AMENDED AS FOLLOWS?
Section 1.
The Official Zoning District Map of the Town of Windsor be amended to add a “Permanent Parking” zone district as indicated and labeled “PP” on the map above.
Section 2.
Chapter 16, Article I, Section 16-1-10 is amended by adding to the table of zoning districts the following row:

Section 3.
The table of zoning districts should add the following footnote below the last row:
*The PP zoning district was added by a citizen initiative duly adopted in November of 2022.
Section 4.
Chapter 16, Article I, is amended by adding a new Section 16-1-115 as follows:
